How to make a Yes/No question in the past tense 

Rule 1

Look at the sentence

If you can see helping verbs (was, were, could, would....), put them before the subject

We were late.

New York was expensive.

They could stay.

He had changed his mind.

Were we late?

Look at the sentence

If there are no helping verbs (was, were, could, would, ....), put Did before the subject
