Emperor Charles V had an empire were the sun never sets. 

The Netherlands was part of his empire 

Divided in 17 provinces. 

They had their own laws, taxes and governers. 

He wanted to centralise his empire
This was needed for the wars his was fighting.

The three reasons for dissatisfaction 

1. They were against a central government.
2. The permanent taxes. 
3. Against the inquisition.

In 1566 they handed a petition to the Spanish governor Margaret of Parma. They pleaded for a stop of the inquistion
