The definite article the is used to refer to a specific person or thing. 

The president gave a speech.
The book is on the table.

In some cases, the is left out when we talk about things in general or when we use a building or place for its specific purpose.
I am in prison (you are serving time).
I am at school (you are a student there).
I am at the prison (you are visiting someone).
I am at the school (you are just visiting).

The indefinite articles a and an are used for persons or things in general. Before words that start with a consonant sound, you write and say a.
This is a nice neighbourhood.
It looks like a palace.
She's wearing a uniform.
